Bad finances of the vast majority of our municipalities and our Colombian departments seem to have no short-term solution, reason why their new managers must make a great effort to find initiatives, creativity, and leadership that enable them, in his four year tenure, to not only solve the fiscal and economic problem of their administrations, but chart a course lasting allowing the takeoff of its society towards development and productive employment. Fortunately, from the very beginning of their mandates they will have on hand a coherent and well sustained export policy drawn up by the national Government, whose central priority is to increase and diversify the exportable through the growth of existing export sectors and through the identification and encouragement to new products. That will require all regional actors improve productivity, competitiveness and knowledge on global demand and the external markets, framing within the national strategy for the reduction of cost overruns incurred the Colombian producer. The exporting Plan recognizes the geographical, economic, social and cultural diversity of the country and in this context, the comparative advantages offered by its different regions. In this perspective, the plan aims to deepen the knowledge of regional competitiveness, taking advantage of the different studies that have been done and strengthen the productive chains or regional Clusters.

Thus, our regional rulers have an expedited mechanism to resize their departments and municipalities, giving it a spin total to the future of its people, because they, as much as those, deserve to be.
