  Bad finances of the vast majority of our municipalities and our Colombian departments seem to have no short-term solution, reason why their new managers must make a great effort to find initiatives, creativity, and leadership that enable them, in his four year tenure, to not only solve the fiscal and economic problem of their administrations, but chart a course lasting allowing the takeoff of its society towards development and productive employment.
